The Minority Caucus in Parliament has expressed disappointment with the government’s failure to comply with Article 180 of the Constitution, which requires the presentation of expenditures in advance of appropriation.
In a statement issued by Minority Leader Dr. Cassiel Ato Forson on December 20, the NDC Caucus criticized President Nana Akufo-Addo for not submitting a proposal to Parliament for expenditure covering the first quarter of 2025. The group described this as a breach of constitutional provisions essential for ensuring a smooth transition.
“This was very important because the Appropriation Act for 2025 will not come into force on the 1st of January,” the statement noted, adding that the outgoing administration appears to be leaving public services “uncatered for” during the early months of the new year.
The Minority assured Ghanaians that an NDC-led government, expected to assume office on January 7, 2025, would act promptly to address this shortfall. “Even though there will be no Minister of Finance on January 7, the Vice President can present the expenditure in advance of appropriation anytime after being sworn in, and Parliament will expedite its approval,” the statement added.
While cautioning the outgoing government to take full responsibility for unmet state obligations during its final days in office, the Minority acknowledged the dedication of Parliament’s leadership and staff.
The statement concluded with a message of optimism, thanking Ghanaians for their choices in the recent elections and wishing them a Merry Christmas and a prosperous New Year.
