Dr. Mahamudu Bawumia, the flagbearer of the New Patriotic Party (NPP), has launched the party’s 2024 manifesto, titled “Selfless Leadership, Bold Solutions for Jobs and Business.” The manifesto outlines a comprehensive vision with the view to fostering inclusivity, economic growth, and digital transformation in Ghana.
To the electorate, Dr. Bawumia emphasized the importance of unity and collaboration among Ghanaians, regardless of political or religious affiliations. “My vision is to create a tent big enough to accommodate all our peoples, to tap into the resourcefulness and talents of our people, and to channel our energies into building a safe, prosperous, and dignified future for all Ghanaians,” he stated.
The manifesto highlights several key economic reforms designed to stimulate job creation and support businesses. Dr. Bawumia announced plans to reduce government expenditure by 3% of GDP, approximately GH₵30 billion, redirecting these funds to the private sector for public infrastructure and services.
The manifesto also proposes the introduction of a flat-rate tax system, similar to Estonia’s, to simplify tax administration and enhance compliance. Additionally, a Tax Amnesty Programme is proposed to enable businesses to expand and hire more employees. Dr Bawumia explains, “We will complement the flat tax regime by using a Tax Amnesty Programme to energize economic activity.”
A major focus of the NPP’s vision is transforming Ghana into a world-class digital economy. Dr. Bawumia committed to investing in local talent and tech start-ups, abolishing the E-Levy, and implementing wide-ranging tax reforms. A significant initiative includes the establishment of a Fintech Fund with a seed capital of $100 million to support Ghanaian start-ups.
The manifesto also outlines plans to expand Ghana’s Regulatory Sandbox, positioning the country as a hub for financial and payments interoperability. “We will provide ‘live lab’ opportunities to Ghanaian tech start-ups,” Dr. Bawumia said, highlighting the government’s commitment to accelerating product development and fostering innovation.
The NPP’s manifesto underscores the importance of education, particularly the continuation and enhancement of the free SHS/TVET program. He noted that since its inception, enrollment has increased by 83%, achieving gender parity and improving life outcomes for millions of Ghanaians. The party plans to recruit more teachers and improve their conditions of service to sustain this progress.
Dr. Bawumia also announced ambitious plans for regional development, including the establishment of a Maintenance, Repair, and Overhaul (MRO) facility at Tamale Airport and the commencement of the Cape Coast Airport’s development. Additionally, an airport in the Upper East Region is proposed, aiming to enhance Ghana’s aviation and logistics capabilities.
With this vision, Dr. Bawumia and the NPP aim to steer Ghana towards a prosperous and digitally advanced future, ensuring sustainable jobs, economic stability, and a dignified life for all citizens.
