The Civil and Local Government Staff Association Ghana (CLOGSAG) is demanding the resignation of the Controller and Accountant General.
Mr. Kwasi Kwaning-Bosompem has filed his application to contest in the parliamentary primaries of the New Patriotic Party in the Swedru Akim constituency.
In the CLOSAG vs Attorney General and two others case of 2017, the Supreme Court in interpreting article 94(3)(b) of the 1992 constitution, held that a member of the civil service or local government cannot contest for elections, other than local government elections, or hold a political party position.
This has brought to the fore whether indeed Mr. Kwasi Kwaning-Bosompem must resign per the law, for overtly showing his political ambition.
As a civil servant who must be loyal in discharging his duties to the state, one must not overtly engage in political activities whatsoever, and upon doing so must resign.
In an interview on TV3, the NPP’s National Communications Director Mr. Richard Ahiagbah was of the view that the case of the incumbent Controller and Accountant General was “unique” and there is the need for the Supreme Court to review its earlier decision since this was an exceptional case. “Mr. Kwasi Kwaning-Bosompem was brought back to serve because of his expertise” he said.
Therefore to him, he is not a civil servant per se, but rather a government appointee.
